JAKARTA - The second most frequent complaints received by the Indonesian Ombudsman from the public are against the countrys police. "Police have always second among the institutions complained most against by the public," Ombudsman member Budi Santoso said in a meeting here on Thursday with police.
Budi did not say the other institutions complained against most frequently by the public at the meeting with theme "Efforts to develop good public services". In 2012, the Ombudsman received 2,209 reports from the public and 383 of them were about poor public services by police, he said.
In the first nine months of 2013, there were 129 complaints received from the public about police services, he said. "The frequency of the reports shows the police still need to improve its public services," he said.
He said 66.5 percent of the complaints were submitted directly by individual "victims", 11.6 percent by defending lawyers, 6.9 percent by non governmental organizations, 6.6 percent by social groups, 2.8 percent by legal aid institutions, etc.
The complaints include about alleged maladministration or long delays in settling cases making up 54.6 percent, abuses of power 12.9 percent , extortion and discrimination, etc.
The complaints are submitted directly or through website , electronic letters (e-mail) or the mass media. The largest number of complaints were against police units (Polres) followed by regional police (Polda) and district police (Polsek).
The largest number of complaints came from North Sumatra making up 14.7 percent followed by Jakarta 13.8 percent , Central Java 12.2 percent , East Java 9.7 percent and East Nusatenggara 7.2 percent.
Maladministration allegedly committed by police included in issuing driving license, certificate of ownership of motor vehicles (BPKB), motor vehicle license (STNK), etc, Budi said.
