Indonesia bans labor workers migrating to Saudi Arabia JAKARTA - The government of Indonesia on Wednesday announced that it will temporarily halt sending labor workers to Saudi Arabia as of August 1, while officials consider the possibility of having legal affairs attaches in several countries where national labor workers are facing legal issues.

In order to improve Indonesian workers' safety and labor conditions, Manpower Minister Muhaimin Iskandar told Antara news agency that the government "decided to conduct a moratorium on the dispatch of workers to Saudi Arabia." The only way the moratorium could be revoked, the minister explained, was is if a memorandum of understanding (MoU) is signed between the two countries in which a Joint Task Force is established to protect workers.

"Regulations would be made based on policies linked to the system of recruitment and supervision, which would also be done on the process of recruitment at home and at points of departure," Iskandar told the news agency.

Since January, government officials have tightened regulations regarding labor workers being sent out to Saudi Arabia by increasing requirements to select possible employers, including documents that prove the employers' good conduct, a house map, details and pictures of family members, opening communication access, and offering a minimum wage of 11,000 reals ($2,900).

The tightening has drastically affected job orders from the Middle Eastern country dropping from an average of 1,000 each day to just five in the past five months.

Meanwhile, after a meeting with Indonesian President Susilo Bambang Yudhoyono, Law and Human Rights Minister Patrialis Akbar said the government was seriously considering posting legal affairs attaches in countries where nationals frequently face legal problems. In addition, a special team would be set up under the research and development chief to study cases, social and cultural issues, protect citizens' human rights, and supervise other legal issues.

Currently, 22 out of 316 Indonesians in Saudi Arabia are involved in legal cases that could lead to execution by beheading, as happened to house maid Ruyati binti Satubi last Saturday, the country's Foreign Ministry said. Meanwhile, the House of Representatives' Commission recently approved the Rp 4.6 billion ($534,000) budget to assist migrant worker Darsem binti Dawud Tawar who was convicted of murdering her employer in May 2009.

Ruyati, 54, was beheaded last Saturday after confessing to the murder of the wife of her employer. The family of Ruyati said it planned to sue the Indonesian government for its lack of legal assistance, but Coordinating Public Welfare Minister Agung Laksono said the government lacked options since Ruyati had confessed to the murder.
