The mess at PLN Cikarang #5 LIPPO CIKARANG - After a month of 'uncertainty' I headed for the local office of PLN once more late last week. I was still hoping to be able to pay my electricity bill. It was the fifth time I was here, just to pay the bill for the power that I had consumed since the time I moved in here last June. Earlier attempts to pay failed because of several reasons, see the related blog articles for that.

It was fairly on time in the morning, because government offices like these often close shortly after lunch already. When I parked my motorcycle on the small parking lot of PLN Cikarang I was asked what I wanted to do here. On the answer that I wanted to pay my electricity bill here I was pointed to the local post office across the street.

I understand why they are telling people this, because every transaction made at the post office is charged an additional 1,600 Rupiah (12 eurocents). If you have a few million people paying their bills at post offices, than this creates a nice extra flow of income for both government companies. For me however, it didn't work that way, because I first had to check to see if the details were in the system and if those details were correct as well.

When I asked the cashier to process my payment, the number from the meter in combination with my address and the name of the owner was nowhere to be found. In seconds I found myself sitting in the chair to tell the whole story again, shorter than previous times because was patience was obviously running out so I was able to tell the lady that 'this office from PLN didn't seem to have proper administration' in a quite friendly way, like you should do on this island.

Again the same movie seemed to be played here. The lady disappeared with a third set of copies from me - you don't get them back if you don't ask for it - to come back a short while later. Fortunately she didn't ask me to bring a visit to the people in the back of the office. She entered something and within a minute a sheet of paper came rolling out of the printer. Ooh, that was not mine. Another print followed, and that one was meant for me.

The correct address with the correct owner, but only a different meter number. I could not change much more here. I went back to the cashier and I was told that I only had to pay 270,000 Rupiah (20 euro). The first five months of usage (some 1,700 kWh) had completely disappeared. I only had to pay 111 kWh while I had used over 300 kWh already, but that will straighten out in the months to come.

At home I checked the receipt one more time and noticed that I paid those 11 kWh only during the month of November and that a fine of 25.000 Rupiah was added for late payment over that same month. I could make a complaint about that, but I had already received some 1,700 kWh for free and I am happy that I was finally able to pay.

I also noticed that my connection was still in their administration as being 3500 Watt, while this had been upgraded to 4400 Watt already. This also seemed to have disappeared in the corruption at the office here, but I am not going to start that discussion. After five months it is reasonable enough to stop telling them that they have to fix their administration. It has been partially fixed, and the other part is for me for being so honest to report my problems with a meter that didn't exist in their system at all.
