Create your own international driver license LIPPO CIKARANG - Almost all of you travelers to Indonesia which have used a car or motorbike know that the police in general is quite corrupt and will do anything to get a few Rupiah's into their pockets when you are stopped for whatever reason. Money gone, but most will think that it doesn't really matter. That is true, because what is 20.000 Rupiah for not bringing your SIM (drivers license) in Yogyakarta or 50.000 Rupiah for not wearing your helmet in Jakarta?

It is corruption however. Receivers as well as payers are punishable according to Indonesian law. A tourist is probably not bothered by this, not would anybody that spends more time in the country or even lives there. There is a nice way however to prevent those 'one time payments'. That thing is usually known as an international driver license and can be obtained at offices of the ANWB in the Netherlands. The booklet has a validity of one year and it is clearly stated what kind of driver license you have.

In the three years that I spend my time in Indonesia I have been stopped frequently - mostly in Yogyakarta. A general check on having your SIM, but more important STNK (vehicle registration card). That last one is obliged, but a driver license might be forgotten. The Dutch pink booklet - fortunately nowadays a pink card - may be left behind upon leaving, so it's a matter of paying off, especially if you do not have an international driver license.

The international driver license was made for me early 2007. There is where the real problem shows up. Those booklets are only valid for one year and have to be renewed in person after than. When asked if it was possible to get a validity of two or three years, I was told that was not an option, even if paying for it. So my international driver license expired early 2008. The problem is that I had it with me, but it was not valid anymore.

The first time I wan into a razzia (mass roadside check) that thing had expired four days ago. The officer who checked it, didn't notice it or didn't care about it. I noticed it and realized that I could better find a solution for this. Obtaining a new one was not an option, so I had to be creative with stamps and autographs. "If you can't beat them join them!", is just what I did.

I ordered a stamp (15.000 Rupiah) with a text in Dutch "VERLENGD TOT" ("extended until") and bought a simple date stamp at the local Gramedia bookstore. The result is below; on the right the first 'extension' that looked okay. On the left is the most recent extension. Ink way too thick, a complete failure. That is not the problem at all, the fact that there is an autograph on the page is sufficient. That autograph means it's 'legalized' according to Indonesian standards.

After over two and a half years I was back in the Netherlands. Of course I obtained a new international driver license right away. The new one was sealed in plastic after my arrival in Indonesia. I put it on the motorbike directly, so it would not get as dirty as the old one. I didn't need that paper here in Lippo Cikarang until today. Police on the roads here are scarce and there are no razzia like they frequently have in Jogja.

Some day soon I will venture inside Jakarta on my motorbike - just because it's possible, so my international driver license will go with me. It doesn't matter if you have an old or new one. It's important to just follow the way of least resistance. In my case that was extending my international driver license myself a few times. It saved me some half a million Rupiah in pocket money for local police.

You don't have to do it for the money most likely, but this project is a succeeded one. The current booklet will be extended in some ten months time as well, hopefully in a more neat fashion than the last one, but that is just because it looks better.

that's funny, I did the same thing some years ago, I made my own extension stamp for my international driver license...it used to be only one year validity so the damn thing always expired in the middle of my stay in indonesia, very inconvenient! but the problem solved itself, in belgium the international driver license is now issued for a standard 3 years...

Picture and identity (some form of) are in the back indeed.

I guess it's the only way to obtain a proper license as the Indonesian government does not give SIM to people who do not have at least a temporary stay permit for Indonesia. At least according to the regulations... Emoticon: Puh!
