HIV population among fastest-growing in Asia JAKARTA - The HIV population in Indonesia is among the fastest growing in Asia, officials said yesterday at the presentation of a World Health Organisation (WHO) review concerning the epidemic. Director general of the contagious diseases department of the Health Ministry, I Nyoman Kandun said HIV was spreading quickly among so-called high-risk groups and in parts of the country where health care is of low quality.

"In the past few years there has been an increase in the number of cases among high-risk populations in Indonesia," he told to officials of the Health Ministry and journalists. "The epidemic has spread swiftly among injecting drug users, transsexuals and commercial sex workers, from and to their clients." The review, organised by the Health Ministry together with the WHO, also notived that HIV infections in the eastern part of Indonesia, Papua province, were 20 times higher than the national average. A recent study showed that over two per cent of the population of Papua is infected with HIV.

Head of the review team Bjorn Melgaard said that the health care system in Papua was not well developed. "Due to the unique nature of the epidemic and limited financial, human and technical resources locally available, fundamentally different needs should to be addressed in Papua," he told. Indonesian officials have previously warned that hundreds of thousands could become infected with HIV by 2015 if not more action is taken to tackle the problem.

The Health Ministery said that 6.987 people had AIDS in 2006, 4.617 were HIV positive. Over 70 per cent of the sufferers was in the age group between 20 and 29. These official numbers are estimated to be only a fraction of the real figure however. Estimations of the national narcotics body name around half of the 570.000 intravenous drug users HIV positive for example.

The review concluded that national commitment to deal with the epidemic was strong enough, but the healthcare sector faced some major obstacles, including limited capacity and lack of sustained prevention efforts. It also found problems with the quality of clinical care and blood safety. Melgaard told that blood safety was "weak element in the emergency response" and asked it to be made a national priority.

"The HIV/AIDS programme remains highly donor dependent, raising concerns about the sustainability of the programme," said Melgaard. He also added that not enough action was taken to prevent the disease from spreading. "Condoms are not always available or promoted in health service facilities," he told to press agency AFP.
