JAKARTA - The Sutiyoso administration plans to revise the Jakarta Spatial Plan to improve the quality of life in the city and respond to environmental factors. "The revision is aimed at preventing further environmental destruction. Governor Sutiyoso himself wants the revision to come into effect in 2007," Jakarta Environmental Management Board (BPLHD) secretary Junani Kartawiria told a public discussion held by the Indonesian Forum for the Environment (Walhi) on Thursday.
Junani and the agency head, Budirama Natakusumah, however declined to comment on whether there would be more green spaces under the new guidelines. The administration hopes to create more green spaces by integrating transportation and land use planning. Hundreds of trees were cut down to make way for the ongoing busway and monorail projects and the planned widening of Jl. Sudirman and Jl. Thamrin.
Jakarta currently applies a 1999 city ordinance on the Jakarta Spatial Plan for 2010.
The plan, which aims to make the quality of life in Jakarta as good as that enjoyed in cities in developed countries, includes guidelines for land use both at provincial and municipal levels. It aims to make 13.94 percent or 9,544 hectares of city land "green" by 2010, up from 10.7 percent or 7,319 ha in 2005. At present 9 percent of city land or 5,911 ha is made up of green spaces.
Junani said the administration was not entirely to blame for the difficulties of creating more green areas. "Much of the land belongs to the private sector, such as the Buperta Pramuka Scout Campground and the resort in Cibubur, part of which was sold to a developer for commercial use. It's out of our control," she said. Budirama said the administration would turn some gas stations into green areas in the future.
"One possibility is to create green zones on the border of the city and its supporting areas like Tangerang, Bekasi or Depok," he said. The guidelines state that no more than 12.5 million people should be living in Jakarta in 2010. Currently, Jakarta's population swells to 12 million during the day, when commuters from surrounding towns make their way into the city. Some 8.7 million people actually live within the city limits. Each year, about 350,000 newcomers move in from other regions.
Slamet Daroyani, Wahli's director for Jakarta, said the city was used for too many purposes - including as a business and education center and as the location of the central government - which contributed to environmental destruction. He said this attracted more people to come to the city, which led to the establishment of more infrastructure.
"The plan to build 85 gas stations and six new inner-city turnpikes to facilitate the rising population contradicts the city's plan to create more green spaces," he said.
During Thursday's event, Walhi submitted its positioning paper on green and open spaces to the BPLHD. Among its recommendations is the need to set up a management body to monitor green and open areas and to determine further zones that could be planted with trees.
