JAKARTA - A band of 70 public order officers will patrol the capital to ensure nightspots and entertainment centers comply with an order to adjust their operating hours during the Ramadhan fasting month. Agency head Hariyanto Badjoeri said his office distributed a circular from the City Tourism Agency to the management of entertainment centers and nightspots in the capital earlier this month.
The holy month, in which Muslims must refrain from eating, drinking, smoking, sexual relations and other worldly activities from dawn to dusk, will begin Sunday. "We have warned both owners of nightspots and also community groups to obey the circular issued by the City Tourism Agency. Our task will be enforcing the law against offenses of this circular," Hariyanto told The Jakarta Post on Friday.
"Our officers, backed by personnel from the tourism agency and police, will check nightspots every day to see whether they are complying with the regulation to respect the fasting month." Hariyanto said that regulations governing entertainment centers in Jakarta's four other municipalities would be under their respective mayors. The city tourism agency issued a 2006 directive on operation times of entertainment venues during Ramadhan from the 2004 Tourism Bylaw, which was passed on Aug. 11.
The bylaw stipulates that nightclubs, discos, massage parlors and sauna centers, except those in star-rated hotels, must be closed a day before Ramadhan, the first day of Ramadhan, the Koran Revelation Day, which usually falls on the 17th day of the holy month, the last day of Ramadhan and during and after Idul Fitri. Karaoke lounges and live music shows are allowed to operate from 8:30 p.m. to 1:30 a.m. during the month.
There are at least 1,235 registered entertainment centers across the capital, employing some 50,000 people. The Association of Indonesian Entertainment Businesses said it could comply with the circular as long as the city administration and the city police could guarantee that no mass organizations would raid their premises, as has occurred in the past.
"There is no reason for the police to let mass raids go on as the police have intelligence agents to gather information on any possibility of mass raids, and they can prevent them," the association's secretary-general, Adrian Maelite, was quoted as saying by Kompas daily.
The city is inviting members of the public to report businesses violating the operating hours, either by calling the City Tourism Agency (tel. 021-5251369 or 0811983899) or the Public Order Agency (tel. 021-3500000 or 021-3822212). Tangerang authorities also ordered owners of all nightspots to stop operation during the fasting month. "We have formed a task force to monitor all nightspots around-the-clock during Ramadhan and if we find any violations, we will revoke their operational permits," Tangerang mayor Wahidin Halim said.
"There will be no tolerance of any parties ignoring the ban." Tangerang regent Ismet Iskandar urged mass organizations not to conduct raids on nightspots. "It usually ends up in violence," he said. Tangerang regency and municipality are home to some 500 entertainment centers.
