JAKARTA - Indonesia will raise budget to combat avian influenza in the country, where 46 out of 60 contracted people have died, a senior official of the World Bank said on Wednesday. Andrew Steer, World Bank's top official for Indonesia, made the remarks after meeting with Indonesian Vice President Jusuf Kalla at the vice presidential office. Steer said Kalla told him that Indonesia would return the possibly-declined budget of 45 million U.S. dollars in 2007 to about 54 million U.S. dollars.
"Jusuf Kalla said, if it (the funds) is declining, he wants to reverse," Steer said. Steer said that the decline of the budget would hamper efforts to attract donor's participation, as they would see the lower contribution of Indonesia alone. "We, our job to get out and try where could the international community and the donors to come in and be participated. It is difficult to make that case if Indonesia's contribution is declined," he said.
Indonesia is hard hit by the bird flu and the avian influenza case has been on the rise.
Steer said that he and Kalla agree that Indonesia needs about 250 million U.S. dollars a year for combating avian influenza. As Indonesia is only capable to provide about 50 million U.S. dollars a year and there is a possibility of the H5N1 virus spreading into other countries if Indonesia fail to curb it, Kalla has demanded more international contribution in funds and expertise to prevent the development of avian influenza virus.
According to the World Health Organization, more than 40 millions people were killed in a bird flu pandemic between 1918 and 1919. Indonesia has become an international interest after finding of the biggest cluster in Karo district in the country's North Sumatra province in May, that killed seven people linked by blood. Steer said the international communities has promised to disburse 60 million U.S. dollars in 2007 for combating the bird flu.
However, Indonesian Coordinating Minister for People Welfare and Poverty Alleviation Aburizal Bakrie said that the figure was the maximum amount needed for the purpose, with minimum of about 500 billion rupiah (equal to about 54 million U.S. dollars) that is allocated by Indonesia. The minister expressed his disappointment with the promises of the international that until now, not many of them are realized, except a small amount in the form of technical assistance.
Earlier, Chairman of the Agency for Preventing Bird Flu and Preparation to Pandemic Bayu Krisna Murthi said that among the huge promises of donors, Indonesia has only received 36 million U. S. dollar assistance through technical institutions, such as the World Health Organization, the Food and Agriculture Organization, in form of good and services. Bayu said that Indonesia ideally need 900 million U.S. dollars for three years, starting from 2006, but the country's ability was only to provide about 150 million to 160 million U.S. dollars for the period.
