WHO: Indonesia's response to emerging AIDS epidemic inadequate JAKARTA - Indonesia's response to an emerging AIDS epidemic is "inadequate," the head of the U.N. agency fighting the virus said on Wednesday, calling on the President to take a more active role. HIV has infected an estimated 150,000 to 250,000 people in the country and is spreading quickly among injecting drug users, as well as sex workers and their clients, said UNAIDS chief Peter Piot.

Heterosexual transmission is also on the rise in the eastern province of Papua, he said. "It is clear that the country is in the initial phase of an epidemic," Piot said. But he noted the level of infection was still low given the population of 220 million. The virus' spread could be stopped with stepped-up prevention programs but so far the response "is certainly inadequate," he said, adding it was "essential" President Susilo Bambang Yudhoyono, lead the campaign.

"As far as I can see there's a stronger response in most Asian countries," Piot said, pointing to Vietnam, Thailand, India and China among others. "There is stronger response from the top, and it's better organized." The National AIDS Commission needs to play a stronger role in coordinating the millions of dollars in international aid earmarked for AIDS prevention, he said, to ensure that vulnerable populations get clean needles, condoms, and adequate health care treatment, he said.

"When I sat down with community groups and nongovernment organizations, they said the funding is coming but its slow, its complicated, it takes a long time," he said. "Action on the ground also is not as strong as it should be." Indonesia's Government has done some things right, health workers say. It sanctioned the opening of at least seven needle exchange clinics in recent months.

It is also considering opening drug treatment centers in each of the 32 provinces and reforming drug laws to include treatment as an alternative to jail time for drug users in the world's most populous Muslim nation. Piot, who is on a four-day visit to Indonesia, will attend World AIDS Day ceremonies in the capital today.
