BANDA ACEH - The system broke down in this provincial capital when massive earthquake-triggered walls of water swept through it on Sunday, but recovery is already under way, State Minister of Communications and Information Sofyan A. Djalil said on Wednesday. Banda Aceh and other parts of Aceh province bore the brunt of a death toll that officials say could exceed 40,000.
"On Sunday the system simply broke down. The local government was simply paralyzed because many of their families, even they themselves, were victims," Sofyan said. "Now, there is very strong support from the centralgovernment," he said. Troops were arriving to help bury bodies, and domestic and international aid was starting to flow.
"I think we're doing quite well considering the problems are on such a massive scale. The scale of this disaster is incredible. It is unbelievable." One big problem was a lack of gasoline, Sofyan said. "There is not enough transportation or enough fuel. We have to bring fuel from outside Aceh." A breakdown in telecommunications, only slowly being fixed,has added to difficulties in getting information about more remote parts of Aceh. This is Indonesia's westernmost province, situated on the northern tip of Sumatra island, some 1,700 km northwest of Jakarta.
In Calang, for example, a town of 6,000 on the coast some 100 km from Banda Aceh, satellite communications had just been installed. Up to half the town may have been wiped out, "but we don't have an assessment yet of how many victims there are". "There are many other villages around the coast that we have no information about," Sofyan said.
